Joseph Sanches, Chief of Support Operations introduced Kris Garrison, Director of Planning who gave a presentation on Cell Towers to the Board Members and reviewed the following: History/Chronology; Moratorium History; 2009 Workshop-Board Input; Timeline; Cell Tower Revenue Allocation; Existing Cell Tower "Projected Revenue"; Growth Explosion of Cell Phone Usage; Population and Student Usage; Cell Phone and Texting; Growth Explosion of Cell Phone Usage; Florida School Districts-Cell Tower Matrix; 2009 RFI Results; December 16, 2011 Budget Advisory Committee Input; Potential Board Actions and Existing Contracts; and Western Pines Lease Agreement and Annual Renewals.
Board members discussed the following topics: concerns of adverse health effects; flaws in study; expert opinions of school health advisors; research peer review journals; best practices of other districts; need for more clarity on medical concerns; research industry and FCC; alternatives to bring money to schools that have less resources; consult area engineering schools; and issuing RFP and school district properties that are not school sites.
Mr. Gent will instruct staff to explore FCC lease options and broadband networks.
6. College Readiness

Keith Oswald, Assistant Superintendent of Safety, Culture and Learning Environment provided Board Members with a PowerPoint presentation on College Readiness and covered the following topics: Financial Benefits of College Readiness; College Ready Test Scores; Postsecondary Persistence; Predictors of College Success; Measures of College Readiness; EDW Reports for College Readiness; Individual Graduation Status; 2011-2012 Professional Development School Counselors; College Readiness Curricula; FACTS.org; College and Career Fair; Preparation for Success in College; AP and College Success; AP and Traditionally Undeserved Students; Participation & Performance; Participation-Open Access; Strategies for School Support; Strategies for Equity and Access to Advanced Placement Programs; Professional Development for School Support; and Partnerships for College Readiness and Future Projects to continue expanding Equity and Access Opportunities.
Board Members reviewed and discussed the following: students temporarily attending school from South America affecting graduation rates; passing SAT scores; college ready scores; information consistent throughout all schools; information should be available before 12th grade; scholarships list available through website; sending scholarship link through Edline; use of Twitter to reach children about scholarships; teacher credentials and outcomes and the George Snow Scholarship Fund.
Mr. Gent is working with high school principals on record keeping to identify students that are from other countries and track if they leave school early.
