CS1 - Ten (10) Public Charter Schools' Grants Program-Planning, Design and Implementation (2011-2014) - PCSGP

Description

The Public Charter Schools Grant Program, Planning, Design and Implementation (PCSGP) is a multi-year (2011-2014) competitive grant authorized by Title V, Part B, Subpart 1 of the Elementary and Secondary Education Act of 1968, as amended by the No Child Left Behind Act of 2001.

The PCSGP provides financial assistance for the planning, program design, and initial implementation of charter schools and to expand the number of high quality charter schools in Florida. The charter school must serve students in grades K-12. If the charter school serves students in other grades, such as Pre-K or adult education, in addition to K-12 students, project funds cannot be used in a way that benefits the non K-12 programs in planning, program design, or implementation.

The following eligible applicants are charter schools that have applied to and received approval from their chartering authority to open in the 2011-2012 school year or charter schools that opened in the 2010-2011 school year and have not previously received a project award under the PCSGP:

Ben Gamla Charter School - Palm Beach; Ben Gamla Charter School - West; FL High School for Accelerated Learn. - PB Campus; FL High School for Accelerated Learn. - WPB; Franklin Academy "A"; Franklin Academy "B"; Mavericks High School of Palm Beach County; Palm Beach Science Academy; Gardens School of Technology; Transitions Elementary Charter School.

The total funding amount is approximately as follows:

Planning and Program Design: $25,000

First Year Implementation

   1-200 Students: $225,000

    201+ Students: $275,000

Second Year Implementation: $75,000

The Sponsor will act as the fiscal agent for these projects and will pass through all funds provided to the charter schools. The Sponsor has the responsibility of monitoring the expenditures of the charter schools according to procedures outlined in the Project Application and Amendment Procedures for Federal and State Programs (Green Book) and the General Assurances for Participation in Federal and State Programs. The charter schools must comply with:

  • 34 CFR 76.301 of the Education Department General Administration Regulations (EDGAR);
  •  Office of Management and Budget (OMB) Circular A-133 Audits of States, Local Governments and Non-Profit Organizations;
  • Applicable regulations of other Federal agencies;
  • State regulations and laws pertaining to the expenditure of state funds.

The PCSGP applications have been submitted to the Florida Department of Education for review and approval.

Recommendation

I recommend that the School Board approve the Public Charter Schools Grant Program, Planning, Design and Implementation (2011-2014) for the following schools in the amounts indicated, effective upon award, and authorize the Superintendent or designee to sign all related contracts and documents which are required for implementation of the grant activities.

Gardens School of Technology Arts; Transitions Elementary Charter School

Financial Impact

The financial impact to the Special Revenue - Other Funds budget for the following schools is indicated below in the 2011-2014 Public Charter School Grant Program:

Ben Gamla Charter School - Palm Beach Campus; Ben Gamla Charter School - West Campus; FL High School for Accelerated Learning - PB Campus; FL High School for Accelerated Learning - WPB; Franklin Academy "A"; Franklin Academy "B"; Mavericks High School of Palm Beach County; Palm Beach Science Academy

$325,000:

Gardens School of Technology Arts; Transitions Elementary Charter School

Since the grant is competitive, the school may not be awarded funds by the Florida Department of Education. Grant related expenditures are only authorized up to the amount of the revenue awarded.
