The Florida Inclusion Network (FIN) Grant Funds are used to:

  • Train teachers in research-based, effective instructional practices;
  • Provide training as designated by the Florida Department of Education/Bureau of Exceptional Education and Student Services to assist the school district in the transition from traditional service delivery models to expanded models of student support;
  • Maintain a working knowledge of the ongoing status of inclusion within the school district; and
  • Increase the inclusion of students with disabilities in the state and district assessments in collaboration with other district programs and projects.

The project staff will assess the outcomes of the aforementioned goals by:

  1. gathering data as measured by time with non-disabled peers;
  2. monitoring the provision of testing accommodations and modifications as appropriate for designated students with disabilities; and
  3. establishing and maintaining a follow-up support mechanism for all training models provided, i.e., effective instructional practices and expanded models of student support.

The grant application will be submitted to the Florida Department of Education (DOE).

I recommend that the School Board approve the continuation of the Florida Inclusion Network Project Grant in the amount of $212,000, effective September 1, 2009 through August 31, 2010, and authorize the Superintendent or designee to sign all documents and contracts related to the grant which are required for implementation of the grant activities.- PASS

5. CLS1 - Discovery Education Presents Millionth Stream Award to the School District of Palm Beach County

Minutes: 

Philippe Cousteau updated the Board on his experience with Discovery Education and thanked the Board for his journey through the Palm Beach County School District today. 

Discovery Education also presented the "Millionth Stream Award" to an employee at Christa McAuliffe Middle School and presented a letter from the CEO and an award to Dr. Johnson as well.

The Department of Charter Schools received an application, on August 3, 2009, from Mavericks High of Central Palm Beach County ("Mavericks of Central PBC") to open a charter school in the School District of Palm Beach County in August, 2010.

The application was evaluated using the "Florida Charter School Application Instrument" (see Exhibit "A"). 

The instrument and the application process were explained to the applicants during the New Applicants' Workshop that was held on May 28, 2009 (see Exhibit "B").

The District Reviewers were trained on the Florida Charter School Application Evaluation Instrument and Application Process on May 15, 2009 (see Exhibit "C").

The Reviewers evaluated the 21 sections of the written application.  Seven of the 21 sections were rated "Partially Meets the Standard or Did Not Meet the Standard," meaning the responses addressed most of the criteria, but lacked meaningful detail and required important additional information (see Exhibit "D").

The responses to each section that did not meet the stated criteria served as the basis of inquiry for the interview.  Please refer to Step 5:  Applicant Interview (see Exhibit "E").

Based on the written application and the interview, the application has significant weaknesses in two sections.  Step 6, second paragraph in the Overview of the Florida Charter School Application Process states, "The sponsoring board will only approve applicants that demonstrate quality in all components of the application process. An application cannot have significant weaknesses in some components of the application and still be judged to have met the standard for approval," (see Exhibit "F").  Each applicant received communication that outlined the proposed recommendation, the evaluator's second review following the interview, summary of the interview, and was granted the option to voluntarily withdraw the application or allow the application to be placed on the Board agenda for action (see Exhibit "G").

Pursuant to F.S.1002.33 (5)(c):
"An applicant may appeal any denial of that applicant's application or failure to act on an application to the State Board of Education no later than 30 calendar days, after receipt of the sponsor's decision or failure to act and shall notify the sponsor of its appeal . . ."
