This meeting involves the grievance filed by former employee, Learna Ramsey, against the Superintendent.


On December 12, 2007, the Board directed that Frank Scruggs, Esq. conduct an investigation into the allegations of Ms. Ramsey.  The specific scope of the investigation was as follows:


Whether the Superintendent followed the proper procedures, under School Board Policy 3.31, relating to Learna Ramsey February 25, 2006 grievance addressed to Board Chairman Tom Lynch?




1.                  Did the Superintendent improperly influence the scope or outcome of the August 30, 2005 Grievance Committee hearing or the Grievance Committee recommendations?


2.                  Was Ms. Ramsey subjected to retaliatory action by the Superintendent in her assignment as an Assistant Principal at Palm Beach Lakes HS in February, 2006?


3.                  Did the Superintendent improperly influence how Ms. Ramsey February 25, 2006 grievance was handled?


Mr. Scrugg report dated May 6, 2008 was previously provided to all Board members along with counsel for Ms. Ramsey and the Superintendent.  In summary, Mr. Scruggs concluded in the report that the answer to each of the questions in the Scope was No. Pursuant to Board Policy 3.31, the Board must determine whether any further action is required.  Both Frederick Ford, Esq. on behalf of Ms. Ramsey and Bruce Harris, Esq. on behalf of the superintendent, addressed the Board on the conclusions of the report.

For the Record: Mr. Graham stated that the report was very thorough and comprehensive.  

Motion to accept the report and no further action is required. - PASS
