Board Discussion Item
59. Curriculum Changes - Barbieri

Minutes: 

Motion to extend the meeting 18 minutes and allow each Board Member 3 minutes to speak. 

Mrs. Hill stated that we all agree that the plan was flawed with the way it was implemented; referred to site based management and whether it is working; questioned whether the SAC's are the determining body and requested a legal opinion; and lastly commented on the fear of retribution.

Mrs. Burdick reviewed her interpretation from the Department of Education and whether penalties would be punitive and stated that sitting down with stakeholders to work things out would be a good thing (including discussion of differentiated accountability).

Dr. Robinson stated that the issue is about race and the differentiated expectations which have been put on children based on factors that the child has no control over; the need for standardization of curriculum; tests should inform teachers, schools should not just be about FCAT prep; and lastly her desire is to fix the curriculum (all of the issues) noting that Principals are the academic leaders on their campus.

Mr. Barbieri disagreed with Mrs. Burdick that it is a Legislative problem; not making teachers a part of the process is the problem; loss of respect for administration; nothing has chaged from the October 21st meeting; fear for retribution is high including with the Principals; he takes offense at attempt by administration to play the race card this evening; strongly suggested the one personnel change which will bring the trust back.

Dr. Richmond thanked the parents who care so much and have devoted so much time to this issue; she was hopeful after the last Board Meeting that things were going to change and change quickly; believes that for some of our schools this is the best approach but very poorly implemented; teachers have to be the leaders of any type of curriculum change; monitoring teams need to be reviewed; urged Dr. Johnson to not further divide the house but to bring us back together using all of the community people who care.

Dr. Benaim discussed differentiated accountability and fixing the system with Dr. Johnson and Mr. Hernandez; disagrees with Mr. Barbieri's suggested solution; he is hearing the desire to make progress faster to fix the problem; changes that need to be made will get made.

The Superintendent thanked the Board for the opportunity to speak.  Dr. Johnson agreed for the need to find common solutions.
