P4 RFP For Inspector General Hotline Services

Description

Approve the Award of RFP 13C-003K for Inspector General Hotline Services

On August 25, 2012 an Evaluation Committee consisting of District personnel, including a representative from the Office of Diversity in Business Practices, reviewed the four proposals received and evaluated each of them based on the criteria outlined in the RFP.  Prior to discussing and evaluating each of the responder's proposals, the Committee agreed that a recommendation of award would be made to the proposer who had a Minimum Acceptable Score of 70 or higher and offered the lowest cost per point.  After discussing and scoring each proposal, KJAS, Inc., dba Ethical Advocate offered the lowest cost per point.

The representative from the Office of Diversity in Business Practices determined that none of the four responders qualified for M/WBE points.

Services to be provided include but are not limited to:

  • The implementation and maintenance of a confidential (to the extent permitted by law), secure, toll­free hotline reporting system that operates twenty-four (24) hours per day, seven (7) days per week, 365 days a year and
  • The implementation and maintenance of a confidential (to the extent permitted by law) and anonymous integrated secure Web reporting system which will be available to any individuals who wish to:
    • Anonymously report complaints or allegations of criminal, ethical, or policy violations; fraud; theft or embezzlement; and/or economic waste, mismanagement, or misuse of District property, funds, or resources and/or
    • Provide recommendations  for cost savings initiatives and/or improvements to District efficiency.

The reporting system shall be user friendly and accessible to employees and members of the public with disabilities.  The system will comply with all applicable state and federal law, including confidentiality and privacy laws.



Recommendation

I recommend award of the contract associated with RFP 13C-003K for Inspector General Hotline Services for the period of November 21, 2012 through November 20, 2015 with KJAS, Inc., dba Ethical Advocate.

Financial Impact

The annual financial impact to the IG Operating budget is not to exceed $33,000.   The source of funds is the IG Operating Budget.
