P1 Teacher Evaluation System with Learning Sciences International, LLC., Amendment
Approve Amendment 4 of the Teacher Evaluation Systems with Learning Sciences International LLC.
By Board Action on June 1, 2011 a one year contract with Learning Sciences International, LLC was approved to meet the requirements in Florida Senate Bill 736 "Student Success Act" which revised provisions in several State Statutes relating to the evaluation of instructional personnel and school administrators. The Student Success Act amended F.S. 1012.34 to require the Department of Education to approve each school district's instructional and school administrator evaluation systems. Florida school districts are required to establish a teacher observation and evaluation system that meets the following requirements:
1. Alignment with the adopted Florida Educator Accomplished Practices.
The Florida Department of Education (FLDOE) selected Dr. Robert Marzano's Art and Science of Teaching Causal Teaching Evaluation as the State's model.
On June 20, 2012 the Board approved Amendment 1 of The Learning Sciences International, LLC, agreement which extended the term of the agreement through June 30, 2013 and included a new Service Summary at a cost of $209,800.
On October 3, 2012 the Board approved Amendment 2 to the Agreement established a revised Service Summary which re-purposes some of the training included in the Original Service Summary for this fiscal year to better align with training needs.
On November 7, 2012 the Board approved Amendment 3 to the Agreement which augments the Service Summary to include Attachment A, Teacher Mentor Program. The Teacher Mentor Program allows for one designated teacher per school to be trained in Domain 1 and Deliberate Practice which will be implemented next year. The liaison will assist administration with the professional development of the staff on Marzano and be available to staff to answer questions and be a peer coach. Professional Development Staff will also participate in the training so as to provide continual support to the liaisons and the schools.
Amendment 4 to the Agreement extends the Service Summary to provide additional opportunities for assistant principals and district office administrators to deepen their understanding of the framework through a supplemental half-day session of Inter-Rater Reliability Training prior to the administration of a certification examination (also included in this amendment). A supplemental session of Inter-Rater Reliability Training was also included to provide training for newly hired school and district-based administrators who are responsible for observing instructional personnel. Two-days of intensive training was incorporated to assist in the alignment between Common Core and the Marzano Framework.
I recommend approval of the Learning Science International Amendment 4 to the Agreement for Teacher Mentor Program in the amount of $82,000 for the period of April 18, 2013 through June 30, 2013 and authorize the Superintendent and Board Chairman to finalize and sign all necessary documents.

The financial impact of Amendment 4 to the Agreement is not to exceed $82,000 for a total of $543,200 for this fiscal year. The source of funds is the Title II budget.
