Title
CP-2 Renewal of General Contractor Services for Disaster Recovery Assistance

Description

Approval of the first of two one-year renewal periods for General Contractor Services for Disaster Recovery Assistance.  This renewal period will be from June 3, 2013 through June 2, 2014. Work will be assigned on a project by project basis as delineated by District Emergency Response Personnel.

Whenever services are required contractors will be requested to submit a quote. All quotes must provide cost for labor, materials, installation and equipment necessary to deliver a 100% completed project and be delivered to the requesting department. There will be no additional charge for consultation or design on any particular project.  Project specific quotes will be submitted utilizing the current RS Means pricing in effect at the time services are rendered.  Work will be assigned to the contractor who provides the lowest price quote within the timeframe needed by the District.  Exceptions to the requirement for receiving quotes from all contractors will be made when the projects are small (under $10,000) or when an emergency exists.  In these situations, work will be rotated among all the awarded contractors who are ready, able and willing to work.

Construction shall incorporate all of the requirements set forth in the Board approved Educational Specifications, Florida Building Code, Florida Accessibility Codes, District Master Specifications, Design Criteria and all other applicable specifications.

There was an evaluation preference for Certified African American M/WBE firms. There is no Certified M/WBE Sub-Contractor Participation requirement established for this contract; however certified M/WBE Sub-Contractor participation is strongly encouraged.

Recommendation
I recommend the School Board approve the Agreement with D. Stephenson Construction, Inc., Decon Environmental & Engineering, Inc., Gilbane Building Company, Halfacre Construction Company, Hatcher Construction & Development, Hedrick Brothers Construction Co., Inc., Kaufman Lynn Inc., Lebolo Construction Management, Inc., James B. Pirtle Construction Company, Inc., Suffolk Construction Company, Inc., Urban Building Systems, Inc., and West Construction, Inc., for General Contractor Services for Disaster Recovery Assistance and authorize the Superintendent and Board Chairman to finalize and sign all required documents.

Financial Impact
This contract will be used in the case of a disaster which necessitates services beyond the capacity of District staff.  Financial impact will be based upon the situation and expenditures in excess of $1,000,000 will be ratified by the School Board as needed.
