P2 Waive the Competitive Bid Process to Purchase from a Single Source for Siemens Fire Alarm System Replacement Parts and Service

Description

Waive the competitive bid process to purchase replacement parts and service for Siemens MXL fire alarm system from Siemens Building Technologies, Inc., a single source provider for Siemens products and services.

School Board Policy 6.14 authorizes the Superintendent to waive the competitive bid process when written justification is submitted by the Purchasing Director that only one single source is available to supply goods or services.

A public notice of intent to purchase parts and equipment for the Siemens MXL fire alarm systems located throughout the District from a single source provider was issued and there were no responses or challenges. 

Parts and equipment for the Siemens MXL fire alarm systems are manufactured exclusively by Siemens Building Technologies and service and programming is proprietary and can only be performed by Siemens factory trained authorized personnel.

Siemens Building Technologies maintains offices in Palm City and Miramar with approximately 20 factory trained technicians available to meet the needs of the School District on a per-call basis.  They offer a four hour response time for regular service and one to two hours for emergency service.

Through negotiations with Siemens Building Technologies, Inc. the School District was offered an hourly labor rate and percentage discount off list prices for parts that is better than industry standard pricing and maintains the 2010 pricing structure the District received from Siemens Building Technologies, Inc.  A summary of the pricing structure and other details is attached. The District is under no obligation to purchase products or services from Siemens Building Technologies.

 



Recommendation
I recommend replacement parts and service for Siemens MXL fire alarm systems be purchased from Siemens Building Technologies, Inc., the single source provider for Siemens products and services.

Financial Impact
The annual financial impact to the General Fund budget is not to exceed $150,000.  The source of funds is Capital Maintenance Transfer Budget.
